Why not? If you grow and you're producing more packaging that ends up as waste, your reporting responsibilities/liability scale with your output. As I mentioned in another comment, you're not liable to do detailed reports (identifying what sort of packaging material you produce across 22 categories) until you're producing 10 tons a year.
